Our client is a leading Engineering company in Qatar responsible for the planning, design,
procurement, construction, delivery and asset management of all infrastructure projects.
Their key responsibilities include governing the design, construction, and management of
major projects including roads, drainage and buildings such as public buildings, schools and
hospitals. Urgently seek to hire the below positions:
SGW LEAD ENGINEER – OPERATIONS JRE28673
- Bachelor’s Degree in Civil Engineering. (or equivalent)
- Minimum 15 years of experience as SGW Lead Engineer – Operations
- Manage Framework Contractor’s Operational activities related to Surface Ground Water System in
assigned catchment zone, to ensure the delivery of requested services within the agreed KPI/SLA - Manage the Primary Framework Contractor’s operational activities related to the provision
of customer / stakeholder valued services provided via Surface Ground Water System in the
assigned catchment zone to ensure the delivery of services within the agreed KPI / SLA
framework. - Direct team members to carry out necessary inspection and supervision activities to ensure
the lead Framework Contractor’s compliance with all contractual obligations. - Provide technical expertise to Head of Section on programme of works carried out by framework
contractors, to sustain and improve levels of service to customers and other stake holders. - Provide input for the budget allocation of the assigned catchment zone with support from
Asset Planners and Contract Management Teams. - Monitor and review the programme of works performed by Framework Contractors and
cash spend for the assigned catchment zone. - Ensure usage existing and new processes, activities and tools in place to manage the
performance of Framework Contractors against agreed KPI / SLA - Perform the root cause analysis of customer complaints in conjunction with the Customer
Service Team. - Ensure Team / Framework Contractor’s compliance with all processes and procedures relating
to Enterprise Asset Management System (EAMS) and other DNO&M systems and processes.
Identify and discontinue redundant / duplicate activities. - Liaise with other catchment zone Sections, and the wider DNO&M business, to undertake all
activities necessary to achieve DNO&M’s business KPIs.
ASSET AND PROJECT HANDOVER ENGINEER JRE28672 - Bachelor’s Degree in Civil Engineering. (or equivalent)
- Minimum 15 years of experience as Asset and Project Handover Engineer
- Coordinate all projects assigned by “Asset and Project Handover Team Lead” that are required
to be transferred to DNO&M regardless of their build sources. - Identify and communicate tasks and quality expectations to all members of the project team.
- Coordinate with Catchment Zone Lead Engineers regarding handing over of projects/assets
in their respective functional area, with knowledge of the Head of Section of CZF. - Coordinate with internal and external stakeholders to identify and follow up on progress of
handover activities. - Coordinate and attend inspections at various stages of the Project until the Project reaches
final completion, ensuring that the assets are built to the specified and agreed standards. - Ensure all assets delivered as part of projects are inspected and registered by coordinating
with all sections of DNO&M Dept. and the related Project Coordinators (PCs), for multi-
discipline projects. - Prepare, implement and ensure completion of project closeout control form for each.

SENIOR ASSET MANAGEMENT ENGINEER JRE28671 - Bachelor’s Degree in Civil Engineering. (or equivalent)
- Minimum 15 years of experience as Senior Asset Management Engineer
- Responsible for the management of activities related to the delivery of long term Asset
Management (AM) strategy, standardized Asset Management Plans for Catchment Zones,
investments, policies and procedures across a diverse range of asset portfolios and
Framework Contracts to align with the overall strategic objective of Assets Affairs - Assist in the development of the Department’s Annual Business Plan, as well as the Section’s
Performance Objectives and ensure the alignment of activities. - Embed asset management related change due to Catchment Zone Framework, driving
standardisation and process compliance. - Develop Assets Affairs asset management policy, strategy and standards to support
Framework Contractors to develop AM Plans accordingly. - Provide and utilise appropriate financial and risk based frameworks to drive asset
management decision making and ensure delivery of the required service performance.
Oversee the development of policy and strategy for asset information and core asset
systems such as SCADA, Work Management, EAMS, investment prioritization and
deterioration tools.
Manage multiple stakeholder relationships to ensure asset strategy is appropriate,
understood, upheld and maintained (i.e. Infrastructure Affairs, Procurement and Contract
Management and Heads of Section).
Develop, implement and monitor a plan that ensures Assets Affairs is aligned with IS055000 CONTRACT SPECIALIST
requirements.
Manage AM capability, develop, recommend and implement agreed areas of continuous
improvement. - Keep up to date with current and future asset management strategy and provide
recommendations for improvements, share knowledge with colleagues and train team
members. - Undertake site visit for resolution of issues, data verification and checks.
TWN LEAD ENGINEER – OPERATIONS JRE28670 - Bachelor’s Degree in Civil Engineering. (or equivalent). With min. 15 years of experience
as TWN Lead Engineer – Operations - Provide input for the budget allocation of the assigned catchment zone with support from
Asset Planners and Contract Management Teams. - Monitor and review the programme of works performed by Framework Contractors and
cash spend for the assigned catchment zone. - Ensure usage of existing and new processes, activities and tools in place to manage the

- Responsible for the implementation and development of hydraulic modelling within DNO&M,
ensuring the efficient coordination of model development and use between Project Affairs
(PA) and DNO&M. Coordinate any future developments in this area such as implementation
with real time system - Coordinate with Catchment Zone Engineers and Zonal Section Heads to assist in the assessment
and prioritization of DNO&M asset investment needs and contribute to annual investment plan - Gather investment needs statements using agreed system and provide robust evidence on
investment priorities to Senior Asset Planning Engineer - Identify future investment requirements that address or mitigate identified performance or
capacity shortfalls through Asset Management Process - Review pre-tender documentation including all required pre-approvals, tender plan form, BOQ,
SOW and draft tender volumes, Ensure that all embedded information are in line with PWA
regulations and norms - Deliver accurate robust plans for long term (greater than five years) Operations and
Maintenance requirements
Carry out asset adoption risk reviews and investment analyses before formal hand over of
any assets to Framework Contractors from a third party - Ensure all approved business planning rules are maintained and reflect operational procedures
and policies - Carry out a full inventory and risk review prior to the adoption, transfer and disposal of any
Assets Affairs assets
. Communicate the plan to key stakeholders within DNO&M and take action to drive delivery
of Services by the Framework Contractors - Provide asset performance and trend analysis. Track performance against the DNO&M
approved plan as appropriate, identifying areas of non-compliance by the contractors with
